In April 2017, the Hong Kong Mortgage Corporation Limited (HKMC) announced its Board of Directors has approved in principle to introduce a brand new life annuity scheme. The life annuity scheme provides an additional financial planning option to the elderly, to help them turn cash lump sums into life-long streams of fixed monthly income, so that they can better enjoy the rest of their lives. We are very honoured to have Mr. Raymond Li, Chief Executive Officer of the HKMC, to give us more insight of this annuity scheme. There would have a panel discussion after his presentation.
About the speaker:
Mr. Raymond Li is a Senior Executive Director of the Hong Kong Monetary Authority (HKMA). He was seconded to the Hong Kong Mortgage Corporation as its Executive Director and Chief Executive Officer. Mr Li joined the Hong Kong Government as an Administrative Officer in 1982 and became Principal Assistant Secretary (Monetary Affairs) in 1990. He joined the HKMA in 1993 and took up various posts since then. His projects included interest rate deregulation, financial disclosure by authorized institutions, property lending and mortgage policies, supervisory framework for stored value cards and money brokers, electronic banking, market risks, year 2000 issue, and anti-money laundering. He was responsible for the establishment of the deposit protection scheme and the credit referencing infrastructure of Hong Kong. Before being seconded to the HKMC in January 2013, he was Director-General (Enforcement) of the HKMA.

Michelle Ng, Managing Director, Head of Investment Consulting Services, Asia,
Manulife Asset Management Based in Hong Kong, Michelle is responsible for managing the Asia Investment Consulting Services function, providing consulting services to all business units of Manulife in Asia. The area of consulting services offered includes manager review and search based on quantitative analysis and qualitative assessment on investment capability, performance analysis and monitoring, fund platform diagnostic analysis and innovative product ideas research and analysis. Michelle has 19 years of professional experience. Prior to this role, Michelle was the Portfolio Specialist for the Asset Allocation team in Asia, and had worked closely with Manulife Asset Management’s investment professionals and supported the sales and relationship management teams in offering compelling asset allocation solutions to clients and distributors. Prior to Manulife, she spent nearly nine years with Mercer Investments in Hong Kong, most recently as Head of Investment Advisory for Greater China, where she provided clients and prospective clients in Hong Kong, Macau, Taiwan and China with advice on setting investment objectives, strategic asset allocation, asset liability modeling, investment structure, management configuration and manager selection. Prior to Mercer Investments, she spent two years with Watson Wyatt Hong Kong as a Senior Actuarial Analyst performing statutory and accounting actuarial valuations for employee benefit schemes in different countries and implemented various employee benefit schemes. Previous to this she worked as an Actuarial Analyst for Mercer Human Resources Consulting Hong Kong and Watson Wyatt in Sydney, Australia.
Miss Gabriella Yee, Executive Director (Regulation and Policy), MPFA As Executive Director (Regulation and Policy) of the Mandatory Provident Fund Schemes Authority (MPFA), Miss Yee is responsible for development of policy and the retirement scheme legislation under the purview of the MPFA, regulation of MPF related investment, and research and statistics. She joined the MPFA in 1999 as a Senior Manager and took up her current position in March 2017. Miss Yee received her BSc and MA in mathematics from the University of Texas at Austin. After graduating, she worked in the insurance and retirement benefits industry in Hong Kong. Before joining the MPFA, she was an Insurance Officer of the Office of the Commissioner of Insurance.
